The following site will let you search for currently available locals (SD & HD).

Usually, D* will have a press release that lists future HD locals, but does not attach firm dates to each city. The announcement for the latest group of 24 cities can be found here:

Interesting... I'm supposed to be getting HD locals by the end of the year. The regular locals were delayed almost a year, so I won't hold my breath.

Well, there is a much bigger difference from the Portland locals being launched in SD and those that are supposed to be launched in HD later this year:

Portland locals in SD were delayed due to the need to launch DirecTV 7S. Once the DirecTV 7S satellite was implemented, the Portland locals showed up.

The HD Portland locals will be on an existing satellite. The Spaceway satellites will be carrying Portland, so all the equipment is already up to launch HD locals.
