Its not in 0x18a. Thats why.

You need 0x19 for VOD, if you missed it you will not be able to access VOD for awhile.

Yes, you also needed to have 0x190 prior to doing this weekends CE.

Unless you downloaded 0x190 and enabled VOD prior to downloading 0x194, you missed the boat...sorry . But you can enjoy trying Remote Booking in the coming days
