Low Power Channels from NYC

Did a scan yesterday using my rotatable antenna (one of those "150 mile" jobs that cost about 30 dollars), and picked up two stations that haven't shown up before on previous scans: WMBQ-CD and WNDT-CD. Funny thing is that the antenna was not pointed towards the city, which is about 54 miles away. It was pointed in the opposite direction! Perhaps the signal is bouncing off the nearby mountain. Both stations appeared to be broadcasting the same show and I wonder if these two stations are just rebroadcasting content from a network. Not sure why there are two of these in NYC, perhaps due to their low power?
 
These are both low-power stations owned by and channel-sharing with WNET (channel 13). They are both broadcasting MHz Worldview, a network that shows various newscasts from around the world.
