Low Signal Levels for SBS 6 74.0W up North?

On another thread (didn't want to interrupt someone else's post), IceBerg posted 2 maps that I thought were Lyngsat Maps for signal strength for SBS6 74.0W. The number for one of these maps for SBS-6 74.0W appears to be a 38 for Winnipeg. Could this be why I am having trouble picking it up?
 
You are on the edge of the satellite's footprint. These attached charts show the estimated EIRP on a Vertical and Horizontal transponder. The estimates are based on a full transponder, but most signals on SBS6 are SCPC (Single Channel Per Carrier) and transmit only a portion of the transponder. This means that the actual signal strength will most likely be much weaker than the chart indicates.
