Ordering more units than TVs

I only have one HDTV (just moved in), but I'm going to buy another one soon (probably around BF). If I'm going to order two HD-DVRs, do I need to have both TVs there for the install?

You need to activate both at time of install, both can be connected to the same TV.

As far as I know you don't need too to have the other tv. I think you have to have a tv hooked the receiver when activating it.

I did my install the day before the movers delivered my stuff, so I just activated HD-DVR, 2 HD boxes and a SD box on a little 20" tv that I borrowed. Doesn't matter what you use to activate it on, as long as the tech can verify that you have signal to the box.
