Picture quality on ESPN basketball games

Lately I have been noticing like a white flash going through my TV while watching basketball games on ESPN, ESPN2 & Big Ten Network. These are the only channels that it does it on. I'm wondering if this is a broadcasting issue or a DTV tech issue. If anyone has any other info or has noticed this let me know,
