Sounds like a shorted voltage regulator. You can check that out with a VOM , if you want to open up the box. Need to find a good photo of the S9 motherboard . 
Not knowing how your measuring it, it's possible since that's a switching power supply if your measuring it without a load then that maybe the correct voltage. You need to hook up the LNB and then measure it at the power supply.
Looking at the inside of the S10 you may have also just smoked a a component on the small board that the connector goes in to.
Is it still under the factory or dealer warranty?
