I am having a problem with my voom. It scans local channels they come in for
a minute then says not authorized. Any ideas. The units were activated.

Sounds like your unit is defective. I don't think it's the smart card
since you can still scan local channel with a deactivated one. On a
normal working receiver you would see a progress bar under option 4.
