Probably not, unless the locals you were looking for were in the same spot beam as your present day locals...

Digital locals really helped me. I live in a canyon about 10 air miles from the local TV towers. I now receive them all in HD. In the analog days I could not receive any without major ghosting off the canyon walls. I had waivers for all stations which let me get distant networks via C-band , then Dish, then All American. Imagine if the satellite providers could drop all the locals. It would free up bandwidth for more real HD or real 4K. Dropping locals and having National Networks would make Network television just like Cable Channels. The Nation Networks would have to add programming to fill 24 hours. There are plenty non-network locals available for syndicated programming, local programming, news , sports, and weather.
