Unlikely. CBC's mandate is to deliver television to residents of Canada. They hardly have a budget to do that. CBC also doesn"t have the rights to broadcast into other countries, including the U.S.

Might be popular. They built an indoor downhill snow ski venue in Dubai. Maybe people enjoy what they don't normally get to experience otherwise.
And apparently since long ago, the Olympic Commitee agreed broadcasting rights for arab countries including Kuwait.

They are responsible for all TV coverage and feeds for all the events. Also appear to be responsible for the graphics, as well. KTV3 is obviously using the English feed graphics, as is CBC, SRC (French version of CBC) and NBC.
