Sports in HD Picture

I just flipped to my HD RSN channel and right now since a live game isn't going on, it says "Check back often..."

One thing I noticed about the picture, even on this check back later screen, is that I can see a lot more artifacts than normal. Especially around the Dish Network logo in the lower left corner and the text in the middle. Just curious if anything has changed with where that still screen is being pulled from? Is it stored on a transponder that has a lot of other channels on it? I notice a great decline in the picture quality of the still shot, and hope that it doesn't make the HD quality worst.

Seems to me that isn't in HD, or what would be the point?

HD RSN channel place holder screen is probably only broadcast on one frequency and dropped virtually to all unused channels, so it is a very low bandwidth static screen and has nothing to do with what the HD channel that may be moved there will look like.
