TST/TEST Possible New HD Channels???

Are the new TST/TEST channels from 961 - 990 an indication of more HD channels to come? They are currently blank.

There are several channels being tested with SDV, depending on these tests will determine if their is a large launch of new HD channels before or after the new year. My sources say there will be a few more before years out and a big launch within the first 3 months of next year.
