In NY, you are in Eastern arc, and even though you may be pointed at WA birds (if you are) Dish may not want to activate it since it is an MPEG2. They would probably want to move you to the EA.
So long as the OP doesn't have, or need any HD programming, we would be able to activate the 311 without a problem

I have one i have not used in years that I should sell. It does not have a card installed - is it useful in that condition?
The 311 had the card built into the citcuit board. If it starts #S00 it will need a $50 card upgrade to the purple card.
