Why satellite uplinker don't use HEVC mode on mid Ku band in US?

Just curious and why is that? I noted that C band user use HEVC more often than on Ku band.

Just throwing (it) at the wall here, but with the transition to the upper 200MHz in C-band maybe some funds were available for the transition that ended up going into new encoder/modulators to help minimize bandwidth?
