$5.00 drop fee gone?

Log in to my account on dish.com and when to change programming and the following message was there.

"A service change fee is applied when you remove services within 30 days of adding them.

• $5 for non-Adult services †
• $20 for Adult services (includes Playboy) †
• $25 for Service Plan when removed within 5 months
• † Waived for new customers in their first 60 days of service"

Is this just for the fox dispute or perment?
