Anyone know about the NHE 2500 receiver?

I saw one on sale without manual for $20 in my area. Does anyone know about this fta receiver? Does it have blind scan? Where I can get a manual to check it out?

probably a clone. I checked google and found a site that carries them. Looks like they're for the Kuwait/Gulf region
