Have you inserted a dielectric slab in your LNB since this satellite has circular transponders? That transponder has a C/N lock value of just 1.0 dB so it is the easiest C-band transponder on that satellite to receive. Anything on 4132 R 30000?I am currently tuned to 34.5W C band.

It depends on where in Texas you are located. You may be outside of the beam. Go to SatStar.net - Satellite Data and check the footprint for the Caribbean H/V Beam (Ku).I have tried to use a side Ku LNB to my fixed 30W Hispasat dish, but unable to lock.
