Apple with "New" Ad skipping

Considering how much the networks hate the hopper for skipping commercials the only way they would accept Apple doing it is if they paid. But I don't see Apple wanting to pay too much.
 
It looks to me like Apple is trying to do to Dish, what they tried against Amazon with e-book pricing. They gave the publishers more money for e-books, forcing Amazon to raise their prices or lose the publishers. If the networks get money from Apple for losing ad money, they might expect Dish to do the same or be continually sued.
