Are Direct TV Contract Penalties Engorced?

If you buy a Direct TV receiver and get a good price because you agree to buy a year of programming and then do not subscribe does Direct TV
actually charge your credit card a penalty fee. Do you know of anyone who has ever paid this fee. I think it is just a scare tactic and that they don't really keep track of who is buying this stuff.
 
I'm a new subscriber and just bought my boxes the other day at BestBuy. They said my card would be charged $150 if I didn't activate my boxes within 30 days. When I asked why they said it was because D* assumed that anyone who didn't activate a box was using it illegally. Made sense to me.
 
They will charge your credit card the "fee" post haste.
 
Jabroni is correct. They will charge you. Why would you buy it and not subscribe?
