Easy, he is full of s***! Unless someone else can show me where FIOS TV was approved by RI DPUC. All I see is the application on the RI DPUC site:

Edit: Area 6 was applied for in 2006 but even by Verizon's own letter, they expect to offer TV service on or about June 5, 2007!

Also Questioner is in service area 8, if his zip code is 02813. He is the same area as my aunt/uncle that live in S. Kingstown! I know they were in the process of running fiber last summer when I was up in that area. Based upon that, I still stick with my assertion that he is full of it, which doesn't surprise me based upon what I have seen posted on that person.
