75 miles is a stretch for receiving something, curvature of the earth does bad things to RF after 60 miles. 32 miles might be doable even with the mountains in WV, but he might not have an outdoor OTA antenna setup. Especially if he has satellite.

edit: queried the FCC's sites on both stations, neither contours are shown to reach Oak Hill, OH. So he's likely out of luck picking them up OTA.
No Columbus here I thought E was going to add. I got antenna setup for 13.2 look for the rain. Channel 3.2 can be pick up with a coat hangers.
 
Can't figure out what's more annoying, the guy who thinks the world revolves around him, or the people trying to reason with him.
