Buying Voom DSR 550 from EBay will it work with OTA

I am buying 2 recievers on ebay, one says 'Not Authorized, the other 'No signal'. Will they work with receiving OTA HDTV?

No.

"Not authorized" means the receiver was not activated, it is in new factory state (or, reset to). This one simply will not work.

"No signal" means either the seller did not set up antenna correctly, or the turner is bad. You could ask seller connect it to antenna, scan local channels, see what happens; . otherwise, stay away.
