digital content providers for PCOs

Hey

Are Dish Network and HITS still the only options for PCOs to insert a QAM overlay over analog programming? My company is owned by an apartment management company and they don't want to go with Direct TV due to having to have a dish on every apartment building. Plus, Direct TV offers about a third of what Dish does in a digital revenue share.
