Charlie discussed it in the earnings call.
He said his engineers had come to a different conclusion than the FCC engineers but was ok with the FCC engineers logic and decision.

The only thing that irritated him is that Dish had to pay FCC for frequency rights while Starlink is getting them free.

I doubt they do. They are already over extended dealing with the hack and profits have dropped from last year at this time. Not to mention the June Deadline to have 70% of the country accessible for their cell phone Boost and next year in June it will be 75%. They are launching like 1000 towers a month in numerous areas to meet the deadline.
