Email 3 year price lock

hello I got this email I do believe it for new customers only whoever if dirt can confirm if it just for new customers it was sent to the email I have for dish news and all my bill information among other things goes to to keep my main account clean and clutter free it say three year price lock so I don't know if it only for new customers or if current customers can get it

It says it on the first picture that it is only for new and qualified former customers.
