If you are wanting to upgrade or if you did not qualify for an upgrade recently you may want try again soon. Here is a notice from Dish:

Please be aware that we are re-qualifying our existing customer database the evening of October 29th, 2013. It is possible that if a customer is qualified by 10/29, but is not installed until 10/30, their eligibility for offers may change. Please be sure that if you qualify your customer on or before 10/29, you also install that customer no later than 10/29 to avoid any problems. Customers not installed by 10/29 will need to be re-qualified through the Existing Customer Qualification Tool in Axiom.
 
So, would it be advised for those with bare minimum packages, no premiums, etc ...to step up for a month so as to be classified more favorably?
 
I'm not shooting the messenger, but wtf..... Someone is told they are getting X but the install doesn't happen for a given reason, then can be told they are not getting X? Why wouldn't they be qualified for what they are told for a time period, a week or two weeks etc.... ?
 
They re-qualify customers each quarter I believe and customer's standings with them change over time just like your credit with any other company. Dish will also change their criteria from time to time so that can change things as well.

Don't think of this as a bad thing, think of it as an opportunity for customers that couldn't upgrade before getting a chance to upgrade now.
