Don't know whats up with this site (or the connections to it)? It started working again for me yesterday (as it did for others) but was down again when I started writing this post this morning. Five minutes later it's now working again! Strange!

Not all addresses respond to ping. It's frequently disabled intentionally since it's a vulnerability for a Denial Of Service (DOS) attack.

So true. All .gov or at least the ones I've checked don't answer a ping. (But I bet the request is logged)
I usually use http://www.isup.me/ and another I don't have a link for on this machine. But even those will sometimes say a site is down but I can reach it.
MOF, I have my router set to ignore & log.
