Okay so everyone has half answered this question I'll take a stab at it.

Ice and Snow reduce signal strength causing searching for satelite signal. This is why:

As the signal comes down from space, it hits the back of your dish and collects the dish refracts the signal in to what is called a LNB (Low Noise Blocker
