For a simple explaination:

Satellite Transponders are basically Translation devices. Changing Uplink Freq's to DownLink Freq's. The Transponder accepts the Uplinked signal and routes it via waveguide to a transmit antenna thru the TWT or SSPA loaded on the Space Craft. This transmit on the Space Craft is normally TWT's(Traveling Wave Tubes). TWT's allow a band pass in a normal Commercial Traffic concept of 500 Mhz which does not give way to specified amplification or Frequency specific. The EIRP is a power rating of the TWT's output power in accordance to the Foot Print or Spot Beam(determined by the Space Craft owner). Now, in relationship to your question of Amplifing the Uplinked Service, this can be achieved by loading the Space Craft with SSPA's that have allowance for ALC. This option is available but has its down sides as well. ALC could render the bird faild if the amount of ALC is over maximized causing first an Transponder Shut Down then possibly on to a SCP(SpaceCraft Control Processor-all birds have 2 for redundancy) failure then cascaded to a complete loss of Craft. ULPC from a Ground Station is the most common for increased power to the Satellite but is resigned to Rain Fade constraints.
