IntelSat 8 89.0W & Globecast LA

Today after scanning in an interesting satellite - IntelSat 8 89.0W, I noticed in the 18 channel lineup, - channel 4371 that had a kind of Test Pattern with color bars titled: GlobeCast La. Seems like I've seen this same Channel and Test Pattern on other Satellites. Is this a scrambled feed, or was it just not broadcasting yesterday afternoon?

good question. I know that i have seen the color bars on 97w as well. On lyngsat they are showing that GlobeCast is using transponder frequency 11780 Horizontal. They may be using this to test encryption.
