CBC is the government ,CTV is private.

As waylew says, it is the CBC that is government owned.

Without going into a lot of detail (and getting myself upset and in a rant!), the CBC, as well as other broadcasters, closed down a lot of transmitters (not all) in many of the so-called smaller markets during the digital transition. As well, there are few, if any, sub-channels broadcast in Canada.
