Nevada Locals trouble

We are having trouble with local channels, we have sent two techs out to verify signal and they all are getting good signal strength. One house has Las Vegas locals and they go out everyday around 4 pm, another house has Reno locals and the go out aroun 9 am everyday as well. The customers are located in central Nevada where one address gets Reno and another address gets Vegas locals. Any ideas on how to fix the locals?
