New Locals on DISH 121 Satellite?

Can anyone tell me if the new proposed locals in Lansing and Flint, MI which are now scheduled to be available in December on DISH's 121 satellite will be spot beam or CONUS?

121 is CONUS (at this time). The only Dish satellites that have spot beam capability is 110 & 119
