I can get all but one of my locals. Digital channel 15 strength hits at about 82%. Does this mean if I can get two % more signal strength, I can get it to lock in?

Will a booster help accomplish this?
 
Just getting it upto the 85% lock wont work, well it will, but with regular freeze ups. You really should be up in the mid 90's for reliable reception.

So we're talking amp aren't we?
 
Amp would probably help, i usually end up using upgrade antenna, as a dealer/installer, its usually works better for about the same price as a quality amp.
