Has the Pentagon Channel gone off or does it need to be rescanned since I noticed today it is missing on Both 103.0W -12100, on Ku Band and on C Band on 89.0W?

It is now on 101W KU - - - not sure why it moved - - - but I rescanned 101W last night and there are 3 channels of Pentagon Channel. (same content - -I think different audio versions)

Added a Pentagon Channel HD feed also at 101W with the move so you have a choice of HD or SD depending on what video formats your receiver supports and what viewing monitor you have (HD capable or just an old fashioned SD set).
