I own a Dish VIP622. Is there any way to still use it to record and playback OTA programs without a Dish account or without being hooked to the dish. I don't mind having to manually enter the timers.

Thanks.

The Welcome Pack is $19.99 plus DVR and taxes and of course a connection to a dish. Channel Master and Tivo make over the air recorders about $200-250 purchase price. If you search the OTA forum you can find many other sources for recorders.

Here's an OTA dvr for $32.75, which is the cheapest you'll ever buy a dvr:

Huh, this forum will NOT let me post a hyperlink to Amazon properly! It keeps switching to a "Media" tag, but then doesn't appear. Sorry about that. Go to Amazon, and search for iView 3500STBII

Wait, let's try this. You'll have to copy/paste this into a browser:
Code:
http://www.amazon.com/3500STBII-Multi-Function-Converter-Recording-Playback/dp/B00GOILYB6/ref=sr_1_1?s=electronics&ie=UTF8&qid=1402686739&sr=1-1&keywords=iview+3500stbii

Standalone, and you'll never pay a fee to anybody once you buy it. Here's the avsforum thread discussing it: http://www.avsforum.com/forum/42-hdtv-recorders/1465875-iview-3500stb-tuner-dvr-owners-thread.html

Keep in mind that you have to add your own external hard drive.....

That's true, but a lot of people have external drives laying around. Even if he has to purchase the dvr at $33, and a drive at another $50 or so, he's got a OTA dvr for less than $100. No more fee's, and cheaper than most people pay for a single MONTH of a tv sub from a provider.
