I am setting up my longitude and latitude on my receiver.

My specs are

latitude 35.9494
longitude -82.0460

My question is latitude is north right?
And my longitude is West right?
 
Yes Latitude is North.

Yes, you are right on both counts.

It is generally considered that a positive latitude means NORTH and a negative longitude means WEST.

The equator & prime meridian distinguish the directions

We're north of the equator and west of England ;)

0/22KHz switch... If you did not install a 0/22 KHz switch then it should be set to OFF

For the LNBF (QPH-031) the LNB type should be SINGLE or STANDARD.

The frequenccy should be 10.750 if you are connected to the LINEAR side and searching any linear polarity sats. If you are searching for a circular satellite and connected to the Circular side of the LNBF, then you would want to use 11.250.
