Stars and votes

I'm sure this has probably been asked/answered before but,what is the purpose of the yellow (gold ?) stars and the votes,in some threads.I can't find anything on what they're for or how they work,just curious.

If you go to the top of the thread, you will see, dead center, "Rate This Thread." If you click on one of the stars, you have voted....
