televisa channels on galaxcy 16 at 99w

I would like to get the spanish televisa channel from galaxcy 16 at 99w tp 9
frequency 3880,I have 12 foot BUD an a coosat 5000,now is pointing to the
sat an Ican watch a channel from tp 11 frequency 3928 but the frequeny 3880 my receiver shows no signal,
if the channel are encripted who is the provider so i can get a box from them
any ideas? tank you
