I have some old sat charts from Global.cm showing elevations and azmuths for N American cities.Using these elevations, wouldn't my (and anyone else's) location (city),always show the satellite with the highest elevation as being my 'true south' sat?I've not seen anything refering to such in all the reading I've done.Thanks

Yes, a locations Trues South Satellite is also the Highest for that particular location

And also ... with a skew closest to zero as well.
