What about those that get their bills emailed to them? How can they verify an address for those. I would always be very possible to make up a bill from a "utility company".

There will always be someone who likes the challenge of getting something they're not entitled to. There's no way to stop those people. Dish just has to show they're doing everything they possibly can to make sure they're following the rules.

I would think Dish is going to start weeding out "movers" with just such a mechanism as you're suggesting if the service and billing address do not match.

One can suggest that people have bills and such sent to a PO Box instead of their home address but I can see a point where Dish will say "a bill from the service address"

I can just imagine Charlie hiring more clerks to check this out, can't you!

When I first heard the idea of the HD remapping on one the chats... I thought as long as it's an OPTION I CAN CHOOSE I'm ok with it... seriously there are times where I don't want to waste my precious DVR space to record some crap upscaled SD Signal.
