VIP622 DVR, Harmony 650 & Next Gen Remote Ext

I have a VIP622 DVR and a Harmony 650 remote. My boxes are all in a cabinet so I am trying to use a Next Generation Remote Extender 433mhz to control all my devices. It works fine except with the VIP622 DVR. If I put the transmitter in the dish remote it works fine, when I put the transmitter in the Harmony it will only work with the doors to the cabinet open. I have been on extended phone calls with Logitech and Dish and still can't get this to work. Can anyone please help me?
