Voom in Canada or self install possible?

Has anyone here been able to pickup the receiver/dish and install the dish themselves? If this was the case then one could subscribe from canada, just wondering has voom became less strict recently or do the same silly rules apply their own installer has to come to install the system? And the same with theused voom receivers they can't be re-activated?

nope still can not do self install and nope still can reactivate used recievers.
