I currently have an HR20. However, I'm still running the old 3lnb dish. Which dish do I need for the upcoming MPEG4 and how do I go about getting it? Will I have to pay for it or is it going to be a free upgrade?

you'll need a 5lnb dish which should be a slimline. if you already have hd with directv, you should be able to get a free dish! and if you have either an h10 or hr10, you might be able to get a free receiver upgrade.

What Iceturkee said, also I would call them and tell them you have an HD rec. and would be interested in getting into the new dish so you can maximize your TV experience and see what they say, they will either come out and replace it free or for a small fee.

Depending on the area, you may get the AT9 and not the Slimline. Some install companies still have them in stock.
