Minnesota/Washington at noon on Fox 21

Minneapolis had same games sans SD/Miami at noon. They had no game (Vikes at home)
 
note in 2 weeks (11/16) Vikes/Chicago is on CBS
I assume due to all 3 national games being AFC games (Buf/Mia Thurs, NE/Ind Sun, Pitts/TN Mon) they needed to balance out the load between CBS & FOX

according to my guide the wash/49ers game is on CBS. shouldn't it be on FOX?
this year the games can be "flexed" to the other network. This past week the Bears/Vikes game was on CBS. Main reason was there were only 3 early CBS games (due to all 3 national games being between AFC teams). A couple weeks ago the Seattle/Carolina game was on CBS for a bigger audience (on Fox it would have been buried between 2 other "good" games)

I assume the reason for you is because CBS has the DH this week and there was only one game in the late slot (Miami/Denver) before that

Minneapolis gets no early game on CBS (vikes at home) and are taking the Washington/SF game at 3:25 (weird)
 
This is where I find the whole cross flex confusing. I mean CBS games invovling 2 NFC teams etc.

I will say that it was supposed to be Jets/Bills but I wonder what I'll get instead. The other games DET./NE and MIA/DEN.

yes its odd but the main reason they are doing it is to get more compelling games to more folks.
The first one was week 8. They moved Carolina/Seattle to CBS and Houston/TN to FOX. Main reason given was it (Sea/Car) would be have been buried under Chicago/NE and TB/Minnesota (and the CBS slate of games was weak)
The Vikes/Bears on CBS was due mainly to all 3 national games involved AFC teams so that left 5 early games on Fox 3 on CBS (and the CBS games sucked IMO...Denver/St Louis, Cincy/Nawlins and Houston/Cleveland)
The SF/Washington game being on CBS had to do with CBS having the DH and only having one late game (whereas Fox would have had 3 late games)

Again its all distribution of games.

you'll probably get the national game of Cincy/Houston
