Why are some dishes pointed due west?

I drive by a place where there are two 90cm dishes (approx). During the time where I was trying to figure out how to contact the owner, one of the dishes was ruined (bent in half like a taco) and the other was pointed due west with the LNBF detached and placed on the roof.

The dishes are Fortec and the LNBFs look like Fortec universals. Before they were "realigned" it looked like they were pointed at 97º AND 87º approximately.

Why would someone go to the trouble of going up on the roof to repoint the dishes? When it was occupied, the building had an ethnic grocery store, I believe. The building has been vacant for some time...

Come to think of it, I see lots of C-band dishes (on homes and businesses) that are pointed due west. Why?
 
Maybe they just twist them around to get the lnbs off 'em and leave it there. Unless they're watching 148 or something way west, lol.
