I searched using my smartphone and i found only sophisticated answers.

Im in eastern europe, trying to find 28.2 degree East. My question is, where does 0 degrees east start?

"0" degrees East/West is an orbital position aligned with Greenwich, London. Also referred to as the Prime Meridian.

The direction to aim your dish for the 28.2w satellite will be either East or West of your location. What is the longitude of the install location?
