I have an AMEX Blue card which allows one to make partial payments but the interest rate is high. I use it because it's a good cash back card and you get 6% cask back on grocery store purchases up to $6000/yr and 1% after that. Gas is 3% and all other purchases are 1%. This card costs $75/yr but the 6% cash back on groceries easily pays that and more. Both supermarkets we shop at classify their purchases as groceries, not merchandise, so we take advantage.
 
Does Amex still require you to pay back the balance in full on your card at the end of the month/beginning of the next month?
Only the classic "charge" cards are paid in full.

I would imagine most of their business now is in the "credit" cards that allow carrying a balance.
