I think HD Locals is available to me, but I am not getting them. So, I went to take a look and it seems that they are only on the Eastern Arc. Right now, I am only getting the SD version of the channels. I am currently subscribed to AT100+Chinese Internationals. What is the process of switching to Eastern Arc and what cost will be be to switch? Currently, I have a Dish 500.

Unless I'm reading you wrong, you apparently are not an HD subscriber because you would have to be on Eastern Arc, and would not be getting it with one Dish 500. Also, you cannot subscribe to HD locals only. If you go HD, Dish should install a new 1000.2 at no charge. You will also need an HD receiver. Excuse me if I have missed the mark here.

I'm sorry, I am a HD subscriber. I have 2 Vip222's subscribing to the BronzeHD package. So you would say if I call Dish network they would come out and install a 1000.2 free of charge?

I was in error, you need a 1000.4 if you want just one sat because your locals would be on 61.5 or 77, I'm pretty sure (I'm not in EA) . You need to give them a call.

I think Harrisburg HD locals are on 77W. They may put up a 1000.4 for EA service or just add another 500 for 77W. It usually costs $59 without a commitment extension or free with an extension, although some subscribers have been able to get a free install without extending their commitment.

What they've been doing in York (Harrisburg market) for people adding 77, is replacing the dish pointed to 61.5 (the Harrisburg market was outside the 129 footprint, so all HD installs were to 61.5) with a 1000.4.
If the person has non-HD receivers still, then they'll use a 44 switch to give them 61.5/77/110/119, if they have all HD receivers, then the 500 pointed to 110/119 will be removed, and they'll be left with the 1000.4 pointed to 61.5/72/77.

Just call up Dish, and tell them you want HD Locals, they'll schedule the install for you to add 77.

It appears to me that all Chinese channels are on 118.7. So you probably have a Dish 500+, not a normal Dish 500.

I think you are going to need two dishes no matter what. The 1000.4 will pick up the 3 eastern arc satellite locations, while the 500+ will have to stay where it is for 118.7. The 1000.4 has an input jack and built-in switch, so that should be all you need.

If you have Chinese programming, then you likely have a Dish 500+ Dish, which gives you 110/118/119.
To get HD Locals & International, you're going to need 61.1/77/118 plus either 72 or 110/119 for SD programming. Since you can only do 4 satellites, you'll have to do 61.5/72/77/118 which means a Dish 1000.4 and Dish 500+, and all HD receivers.

I agree, the sticking point is that he won't be able to use any of his current SD receivers for any non-international programming (due to the Eastern Arc being completely MPEG-4), and will have to upgrade any non-HD receivers he currently has.

I don't have any SD receivers. All I have is 2 Vip222 Dual Tuners HD Receivers. I guess tomorrow I'll go ask Dish Network. I'm currently 1 year in out of my 2 year contract. If I could get away with it being free of charge with no extension to my commitment, I would get it. If they ask for a fee, or an addition to the contract, then I would just cancel it and just call again 1 hour later to speak with someone else who will hopefully give it to me for free.

Then you're set. All they need to do is install a Dish 1000.4 and have the 118 from your current 500+ go into the input of the 1000.4

After my last post, I always forgot about calling them. Then looking back at my posts for the year, I remember this one. I finally went and called and chatted with Dish network. The 5-6 times I did this they both offered me $99 for the installation or a new commitment for 2 years. Now I didn't pick either of them. None of the reps offered to do it for free. I have 8 months left in my contract. I hope that once the contract is over, I'll switch over to Direct TV and sign up for the 2 year contract there and get better deals.
