Relative transponder strength

Now that I have my head back where it belongs and the HD birds are working, I have another question. I see a huge variation in signal strengths between a lot of HD birds. Is there a reference that provides the expected relative strength of the transponders?

If you are just talking HD:

99c and 103c on a DVR (if you have a receiver these are usually 99a and 103b) carry national HD channels. All transponders should be in the 80s or 90s.

99s and 103s on a DVR (99b and 103a on a receiver). These carry spotbeams aimed at different cities and delivering HD locals. Each transponder could be anywhere between zero and 100 depending on where you are located.
